Revelation17:17

Translation

For GOD

has put into

their hearts

to fulfill His intent, by being united in purpose, and giving their kingdoms to THE BEAST

until the words of

GOD are fulfilled.

Paraphrase

For THE CREATOR AND OWNER OF ALL THINGS has put into their hearts to fulfill His intent,

by being united in purpose and exercising their authority according to the will of THE FEROCIOUS CREATURE until the words of THE CREATOR AND OWNER OF ALL THINGS are fulfilled.

“Put into their hearts” is a different usage of the phrase than we are accustomed to. Usually a person has a sense that God has put something into his heart and he chooses to follow it. In this case the people spoken of did not know what was going on. They were following their sinful desires, not realizing that they were fulfilling God’s word in the process. God spoke those words earlier because He knew their hearts and knew how they would act.
