During the day YHVH (read Adonai) commands His loving kindness, at night His song is with me, a prayer to the EL of my life.
Paraphrase
During the times when I am active and there is a lot going on, THE ETERNAL AND PERSONAL GOD sends his loving kindness to take care of me; during the times I am alone with my thoughts and my worries, He gives me a song, which is actually a prayer to THE CREATOR AND OWNER OF ALL THINGS who gives me life.
