when He set forth a prescribed limit for the sea that its waters should not overstep His command, when He decreed the foundations of the earth.
Paraphrase
when He set forth prescribed boundaries for the sea so that its waters should not go beyond the place He has commanded them to stay within, when He established by decree the foundations of the earth, (I, wisdom, was present and involved).
