Strength and honor are her clothing and she will laugh

Paraphrase

She is characterized by inner strength and physical strength as well as honor; she is so well prepared that she laughs mockingly at whatever will come in the future.

Although this word can mean “rejoice,” its primary emphasis is “to laugh or to mock.” Therefore, the idea portrayed here does not seem to be one of simple joy about the future, but rather a strong confidence that literally mocks the future and the problems it may bring. She is so well prepared that nothing can scare her.

In light of everything else that is said about her (especially verse 30), we know she is a God-fearing woman so we can assume that this confidence is not so over-the-top as to be prideful or arrogant. The statement in the text is an attempt to say that she is very well prepared for the future, so well prepared that she has nothing to worry about. Obviously, life also requires faith in God, but that is a different topic. Here we see a woman whose household is as well prepared for any future crisis as one can possibly be.
