to enact mercy toward our fathers and to remember His holy covenant,

to put mercy into action on behalf of our ancestors by keeping His part of the covenant He established with us,

This is in reference to the establishment of God’s covenant with Israel through Moses. The “Ten Words” (Ten Commandments) formed the summary of the covenant, and the rest of the Law formed the rest of the covenant details.
