Then he shall examine the mark of the plague on the seventh day. If the mark of the plague has spread in the garment … it has been struck with a visible abnormality and struck with the mark of a plague that is embittered and causes pain.

On the seventh day the priest will examine the garment containing the plague-spot. If the plague-spot has spread in the garment, no matter what kind of material it is (and various options are given), it has been struck by God with a visible abnormality and struck by God with a plague-spot that is malignant, aggressive and obstinate.
