It’s time to do something, so let us, the triune Godhead, go down to where they live and impose on them a mixture of different languages so that a man will often be unable to understand the speech of a friend or neighbor.”

This word was often used of mixing or mingling oils. When used of other things it can mean “to confound or confuse.”
2: :understand":
This word means “to hear.” Context must tell us if it meant hearing sound but not understanding it, or if it meant hearing and understanding the meaning of the sound. In this case the context obviously calls for hearing with understanding.
