Translation

When the unpleasantness of a man greatly abounds upon him, it is because of this: for every matter there is a time and a sentence,

Paraphrase

When a man’s adversity increases exponentially in his life, it is usually because he ignored this fact: for every situation there is a proper time and a proper application of authority by those in authority (so don’t mess up).

1: “a sentence”

This is the same word used in the previous sentence and means “authority, sentence, judgement, litigation, etc.” The point being made is that the reason for the increased misery is likely that the authorities are coming down on him for something he did.
