Translation

He who keeps his commands will experience no unpleasant thing; the heart of a wise man discerns both time and procedure.

Paraphrase

The one who obeys the ruler’s commands will be spared from unpleasant consequences; yes, the heart of a wise man knows how to discern the right time to act and the right application of the authority he possesses.

1: “procedure”

The word used here means “the word of authority, the final word, judgment, sentence, to act as judge.” It can also mean “litigation, the right process, the procedure.” You can see from this that it is usually applied to people in authority, which may seem strange in this verse because it is first talking about obeying authority (this whole section is about obeying authority). However, men in that culture all had authority, just some had more than others.
