Translation

The wind goes toward the South and turns to the North, it goes around and around again, always returning to a former course, according to its cycles.

Paraphrase

The wind is predictable in its unpredictability; you know the wind will change directions because it always changes directions. This is nothing special, its constant changes have become ordinary, and cyclical.  It also makes wind hard to understand and explain.

Here it is acknowledged that the wind seems to have some patterns and cycles, but it is hard to explain because those cycles are not consistent enough for wind to be called predictable.
