Translation

Woe to you, Oh land, when your king is childish,

Go to footnote number

and your chieftains feast in the morning.

Paraphrase

Watch out! Oh land, because bad things will happen to you if your king is childish in attitudes, actions and judgment, and if the other leading authorities of the land are given to self-indulgence 24/7.

The word used here can mean child, or youth but it does not always refer to age. Rehoboam’s son used this word to describe his father shortly after he took the throne at age 41; he called him this because Rehoboam proved inadequate and unprepared to govern a nation on the verge of a national split and possibly a civil war. He had poor judgment and did not act wisely. That was why he was called a “child.”
