This appears to be a reference to Mary giving birth to Jesus. She is shown as having authority over all rulers of the earth because her son, Jesus, had such authority. In the Old Testament the mother of a king was given great honor and in many cases exercised a degree of authority alongside her son. There is a famous quote which says: “The hand that rocks the cradle rules the world.” Remember that symbolism was to be felt not analyzed. It does not matter that she did not personally or directly have authority over all the rulers of the earth; through her son, her impact and influence were great.
